Technical Rules and Standards Associate I

Pay Rate: $33.50 – $38.50/hr Schedule: 6:30 AM – 3:30 PM (30-minute lunch) Location: San Diego, CA — 5 days/week onsite Duration: 1 year contract (potential to extend)




Our client, a leading energy/utilities company, is seeking a Technical Rules and Standards Associate I to support foundational compliance activities for technical rules and standards. This role assists with documentation, evidence collection, and monitoring processes to ensure adherence to technical standards and regulatory requirements for reliability and security across operations, planning, siting, Critical Infrastructure Protection (CIP), and safety.



Job Responsibilities

In this role, you will support the organization's compliance with regulatory rules and technical standards, working closely with the compliance team to prepare documentation, track evidence, and monitor regulatory updates. Key responsibilities include:

  • Assisting in preparing compliance documentation for regulatory filings, including self-certifications and audit evidence packages
  • Reviewing operational logs and technical data to confirm adherence to reliability and security standards
  • Maintaining compliance tracking tools and organizing evidence repositories for audits
  • Supporting internal audits by gathering and validating documentation against regulatory checklists
  • Monitoring updates to reliability and security standards and communicating changes to team members
  • Participating in compliance training focused on technical rules and security requirements
  • Following standard operating procedures for evidence collection and reporting
  • Escalating potential compliance gaps to senior staff for resolution
  • Performing other duties as assigned



Essential Job Duties and Job Functions

  • Evaluate, implement, and maintain compliance with regulatory rules and standards across technical areas including operations, planning, siting, CIP, reliability, and safety
  • Maintain programs and procedures ensuring compliance with technical standards set by national, regional, and local regulatory authorities
  • Prepare related regulatory filings and reports
  • Participate in audits, training, risk assessments, and security reviews of compliance programs
  • Take action to remediate noncompliance issues
  • Interact with technical representatives from regulatory authorities and other energy market participants



Knowledge and Skills

  • Hands-on experience with ArcGIS (required)
  • Strong Excel skills (required)
  • Excellent attention to detail (required)
  • Experience with Power BI or Smartsheet is a plus
  • Strong organizational skills and ability to manage evidence/documentation repositories
  • Ability to interpret technical data against regulatory checklists and standards
  • Clear written communication for compliance documentation and reporting



Education and Experience

  • Typically requires a 4-year degree in a relevant field, or an equivalent combination of education and experience (degree not required if candidate has equivalent years of experience)
  • Typically requires 0+ years of related experience
