Learning & Development Analyst – Training Evaluation

Location: Remote – Candidates must be local to the Greater Los Angeles area and available for occasional onsite meetings
Contract: 6 months
Schedule: Monday–Friday, 8:00 AM–5:00 PM
Pay Rate: $35.00–$38.60 per hour

We are seeking an experienced Learning & Development Analyst – Training Evaluation to support the evaluation and measurement of enterprise-wide learning and training programs within the utilities industry.

In this role, you will partner with organizational leaders, subject matter experts, Human Resources, and program stakeholders to develop measurement strategies, assess training effectiveness, and demonstrate the impact of learning programs against business objectives. You will analyze quantitative and qualitative data from multiple sources and translate complex findings into clear, actionable recommendations for stakeholders and senior leadership.

Key Responsibilities

  • Lead measurement strategies designed to demonstrate learning program effectiveness and alignment with business objectives.

  • Partner with leaders, program owners, subject matter experts, HR, and other stakeholders to establish training evaluation strategies and success measures.

  • Define performance objectives, metrics, evaluation methodologies, and reporting requirements.

  • Conduct job, task, stakeholder, and learning needs analyses to identify performance gaps and business requirements.

  • Evaluate training effectiveness across participant feedback, learning outcomes, behavioral change, and business results.

  • Design and maintain surveys, assessments, questionnaires, and other evaluation tools aligned with performance objectives and KPIs.

  • Collect and analyze quantitative and qualitative information from surveys, interviews, focus groups, observations, and business performance data.

  • Translate complex data into actionable insights and recommendations that support decision-making and continuous improvement.

  • Develop dashboards and reports highlighting learning program performance, opportunities, trends, and business impact.

  • Present evaluation findings and recommendations to stakeholders, department leaders, and senior management.

  • Provide functional guidance to analysts supporting data collection, analysis, reporting, and dashboard development.

  • Establish and maintain consistent evaluation standards, methodologies, and governance practices across learning programs.

Required Qualifications

  • 5–7 years of combined experience in Learning & Development, training, or a closely related area.

  • Experience developing and implementing training evaluation methodologies, including questionnaires, interviews, focus groups, and observations.

  • Practical experience using the Kirkpatrick Model to evaluate training effectiveness.

  • Experience developing questionnaires and surveys using tools such as Qualtrics, SurveyMonkey, or Alchemer.

  • Strong experience analyzing large and complex datasets and translating findings into meaningful business insights.

  • Experience developing reports, dashboards, and performance metrics.

  • Experience preparing and delivering technical presentations to both technical and non-technical audiences.

  • Strong organizational skills with the ability to manage multiple priorities and projects simultaneously.

  • Strong interpersonal and communication skills with demonstrated ability to build stakeholder relationships and communicate complex information clearly.

  • Ability to work independently, take ownership of assignments, and operate effectively with minimal supervision.

  • Bachelor's or Master's degree in Industrial & Organizational Psychology, Human Resources, or a related discipline.

Preferred Qualifications

  • Experience developing enterprise or company-wide learning measurement strategies.

  • Experience developing dashboards using Power BI.

  • Knowledge of SuccessFactors Learning or a comparable Learning Management System (LMS).

  • Experience supporting learning or talent initiatives within a large, complex organization.

This is a remote contract opportunity; however, candidates must reside within the Greater Los Angeles area and be available to attend occasional onsite meetings.
