Position Summary
We are seeking a seasoned IT Program Manager to own the strategy, governance, and end-to-end delivery of a portfolio of large Information Security (cyber) programs. This role is accountable for the outcomes of multiple interdependent security initiatives — reducing enterprise risk, ensuring regulatory compliance, and strengthening the organization's cyber resilience across corporate, field, and operational environments.
You will lead and develop a team of Project Managers delivering against this portfolio, acting as the senior orchestrator across technology, security, operations, finance, and vendor partners — ensuring the full portfolio is delivered on time, within budget, and aligned to enterprise priorities.
Essential Duties and Responsibilities
Strategic Planning:
- Own cross-portfolio planning and estimation across all Security programs; set the scope and sequencing framework the underlying project teams execute against.
- Drive scope and priority alignment across involved teams and executive leadership.
Prioritization & Portfolio Governance:
- Lead enterprise-level planning, estimation, and sequencing of security initiatives across the full portfolio.
- Own prioritization decisions when demand exceeds capacity; surface trade-offs and risks directly to executive leadership with recommended paths forward.
- Ensure alignment between security objectives, business outcomes, regulatory obligations, and resource constraints at the portfolio level.
Program & Portfolio Leadership:
- Own and lead the full portfolio of large, multi-track cybersecurity programs across Security and partner technology teams.
- Set program governance structure, cadence, and reporting standards used across all security initiatives in the portfolio.
- Ensure interdependencies, risks, scope boundaries, and critical path items are visible and actively managed across programs — not just within a single project.
- Oversee the Project Managers managing individual workstreams, ensuring dependencies across their projects are exposed and scope is well understood.
- Own portfolio-level status, ensuring risks are reviewed & mitigated, issues are escalated & resolved, and changes are documented & approved.
- Chair periodic portfolio synchronization meetings with key stakeholders to maintain a holistic, thorough view of the full security program.
- Own timely portfolio communication to all internal and external stakeholders (executive status reports, steering committees, resource managers, etc.).
- Lead review of the full security program/portfolio with Senior Management and key stakeholders.
Delivery & Execution Excellence:
- Own portfolio-wide progress tracking across all workstreams using enterprise PPM tools (e.g., Workfront, Jira).
- Ensure milestones, risks, issues, changes, and dependencies are documented, reviewed, and resolved across every program in the portfolio.
- Drive disciplined delivery through structured governance, steering committees, and leadership readouts.
Team Structure & Staffing:
- Design, build, and sustain a high-performing team of Project Managers to ensure flawless execution of enterprise security programs.
- Own resource capacity planning across internal teams and vendor partners, aligning skills, demand, and delivery milestones at the portfolio level.
- Proactively identify staffing gaps and constraints across the portfolio, recommending hiring, reallocation, or vendor augmentation to mitigate delivery risk.
- Lead, mentor, and develop the Project Managers on your team — setting clear expectations, fostering accountability, and building a bench of PM talent.
Budget Management:
- Own end-to-end financial management for the full security program portfolio, including budgeting, forecasting, variance analysis, and benefits tracking.
- Ensure financial transparency and accuracy to meet departmental planning, reporting, and governance requirements.
- Partner with Finance and leadership to optimize spend, ensure value realization, and drive informed investment decisions across the portfolio.
Risk, Compliance & Stakeholder Alignment:
- Proactively identify and mitigate program, operational, and cyber risks at the portfolio level.
- Own regulatory and framework alignment (e.g., NIST, PCI DSS, ISO 27001) across all programs in scope.
- Build and maintain strong partnerships with Security, Infrastructure, Operations, Finance, Supply Chain, Business leaders, and third-party vendors.
Communications Management:
- Serve as the senior relationship owner between Security and technical/non-technical stakeholder groups across the full portfolio.
Qualifications
- Bachelor's degree
- 6+ years of Information Security (cyber) program/project management experience
- 8+ years of Information Technology experience
- 8+ years of experience managing projects or programs, including direct or matrixed leadership of other PMs
- Program/Project Management certifications (PgMP, PMP, SAFe, etc. preferred)
Knowledge and Skills
- Executive-level communication and stakeholder management experience (excellent written & verbal skills required).
- Proven ability to influence without authority and lead effectively at the portfolio level.
- Strong governance, financial, and delivery discipline across multiple concurrent programs.
- Experience with enterprise infrastructure, including networks and platforms.
- Ability to operate in fast-paced, highly regulated environments.
- Demonstrated ability to build, lead, and develop a team of Project Managers.
- Deep & broad experience with IT environments and related technology applications.
- Proactive, self-starter able to ramp up quickly and operate with minimal oversight.
- Ability to adapt to shifting priorities and align a portfolio of activities to organizational goals.
- Expert with Microsoft Office suite.
- PPM tooling experience (e.g., Workfront, JIRA).
- Familiarity with information security frameworks such as NIST, PCI DSS, or ISO 27001.
- Owns portfolio outcomes and results; takes ultimate ownership of decisions and their outcomes across the team.
Financial Responsibilities
- Senior steward of security program portfolio budgets.
- Own forecasting, budgeting, and financial tracking across all assigned security programs.
- Partner with finance and leadership to ensure accurate planning, benefits realization, and cost transparency at the portfolio level.
- Forecast resource needs and ensure the full portfolio is properly staffed across internal teams and vendors.
