The Opportunity
We are supporting a major infrastructure programme in Scotland and are seeking an experienced PMO Lead to join a high-performing project controls and programme management function.
This is a senior leadership role, ideally suited to an experienced PMO or Project Controls professional with a strong background in NEC-governed infrastructure environments. You will take ownership of PMO governance, assurance, reporting, and performance management across a complex, multi-disciplinary programme of works.
You will play a key role in ensuring robust programme controls are in place, supporting delivery confidence, governance compliance, and effective decision-making at senior stakeholder level.
Key Responsibilities
Lead the PMO function across a major infrastructure programme, ensuring consistency in governance, reporting, and controls.
Oversee integrated project controls processes, including planning, cost, risk, and performance reporting.
Drive programme governance in line with NEC contract requirements and organisational standards.
Lead schedule, cost, and performance assurance activities across the programme.
Develop and maintain high-quality reporting dashboards and executive-level programme insights.
Support audit readiness, assurance reviews, and compliance activities across the project lifecycle.
Manage and improve PMO frameworks, processes, and reporting standards.
Engage with senior stakeholders, providing clear programme status, risks, and performance insights.
Lead and mentor project controls and PMO teams across the programme.
Ensure robust change control, forecasting, and performance management processes are in place.
Drive continuous improvement across PMO and project controls capability.
About You
We are interested in professionals who can demonstrate:
15+ years’ experience in PMO, project controls, or programme management within major infrastructure, defence, nuclear, or regulated sectors.
Minimum 5+ years’ experience leading integrated PMO or project controls teams.
Strong working knowledge of NEC contract environments and governance requirements.
Proven experience delivering audit, assurance, and compliance activities across complex programmes.
Strong stakeholder management experience, including engagement at senior leadership level.
Deep understanding of programme controls including planning, cost, risk, and reporting integration.
Excellent leadership, communication, and influencing skills.
Experience in infrastructure, energy, defence, nuclear, or other complex capital delivery environments.
