Fáilte Ireland invites applications for the position of Officer, Investment Strategy and Analysis. The successful candidate will join the Investment Strategy and Analysis Division and report into the Manager, Investment Strategy and Analysis.
This is a fantastic opportunity to join a new, dynamic and innovating division which supports Fáilte Ireland in measuring the impact of its strategy implementation, reviews large scale business cases and provides insights to guide future strategy, policy and investment fund development. The focus of work of the Division is across five areas, (1) Strategic Investment Appraisal & Assurance, (2) Value for Money, Risk & Portfolio Analysis, (3) Decision Ready Analysis & Governance Support (4) Evaluation, Performance & Learning, and (5) Forward-Looking Investment Analysis.
The focus of this role will be upon supporting the development of a programme of work for the Division, developing models and methodologies for analysing Fáilte Ireland’s capital and current investments and implementing those methodologies to provide intelligence to inform Fáilte Ireland decision making.

Job Purpose:
- To play an important role in how Fáilte Ireland assesses the impact of its capital and current investments and interventions in the tourism sector.
- To develop and implement methodologies and models to evaluate the impact and value for money of Fáilte Ireland’s investment portfolio, including additionality, productivity impacts, regional development and season extension.
- To undertake reviews of Fáilte Ireland’s work programmes to assess the achievement against strategic objectives
- To produce decision-ready analysis, options and recommendations for Executive Leadership, Board Committees and the Department of Enterprise, Tourism and Employment, coordinating inputs across relevant teams.
- To develop business cases to support estimates submissions and applications for external capital investment funding.
- To identify future investment priorities by analysing emerging opportunities, evidence gaps, visitor demand, destination development and regional needs.
- Evaluate proposed large-scale investments in line with the public spending code, use Multi-Criteria Analysis or Cost Benefit Analysis as appropriate, and bring proposals through internal and external approval and governance mechanisms.
- Contribute to strong governance, planning and reporting for the Division.
Primary Objectives/ Key Responsabilities:
Strategic/Governance
- Contribute to the development of multiple work programmes and plans for evaluation of Fáilte Ireland’s portfolio of investments and interventions in the tourism sector.
- Contribute to the development of appropriate evaluations models to assess the impact of Fáilte Ireland’s investments across all areas.
- Identify emerging opportunities and priority areas for future tourism investment
- Develop robust datasets for reporting, compliance and management information.
- Develop analysis, reporting and recommendations to assist investment and strategic decision making for Executive Leadership, Authority Committees and the Department of Enterprise, Tourism and Employment
- Support the evaluate of applications to Fáilte Ireland for large scale, strategic tourism investments in line with Public Spending Code/Infrastructure Guidelines.
- Contribute to business case development to support the organisation during the estimates process, other submissions to the Department of Enterprise, Tourism and Employment and to support applications for external funding.
Operational
- Identify or access appropriate data sources to support the analysis and identify gaps in existing data required to inform the work of the division.
- Undertake, co-ordinate and commission relevant research as appropriate in line with public procurement policy.
- Conduct value for money, additionality, productivity impacts and risk assessments of both individual investments and investment portfolios.
- Forecast impacts of investment options and opportunities to inform strategic and operational investment decision making.
- Conduct analysis and draft reports on investments and recommendations for future investment prioritisation based on strategic objectives of regional development, off-peak seasonal growth and overall tourism growth.
- Develop and maintain evaluation models, templates and guidance to ensure continuous improvement and consistent quality approaches for the Division’s functions.
Stakeholder / Relationship Management
- Develop and maintain relationships with key internal and external stakeholders.
- Develop a productive working relationship with third party providers and provide regular feedback and review of performance.
- Work closely with the Investment Strategy and Analysis management team to achieve the plans of the division.
People Management
- Collaborate with peers to optimise the use of project resources in terms of the skills and capacity of the whole team.
- Utilise highly developed interpersonal skills and has demonstrated an ability to build strong external and internal strategic partnerships.
Project Management and Quality Control
- Manage and successfully engage in multiple projects simultaneously.
- Ensure that all the correct project documentation is in place and kept up to date.
- Recommend control procedures throughout projects.
- Ensure that project scope is clearly defined for any specific communications.
Evaluation, Procurement and Budget Management
- Ensure all activities are delivered on time and on budget.
- Write requests for tender as and when required.
- Ensure that any procurement of work from a third party is implemented in line with Fáilte Ireland procurement policy.
Carry out all other duties as required and participate as a full member of the Investment Strategy and Analysis team by supporting different work projects, as required, from time to time.
Person Profile:
The successful candidate must have a proven track record with a minimum of three years’ experience in an economic/business role and can demonstrate an in-depth knowledge of the principles, practices, methodologies and techniques required of this position. We are seeking an individual that can think clearly, analytically and rationally about economic development issues.
Essential Criteria:
In order to be eligible to apply for this role you must have / demonstrate in your application form the following:
- Understanding of economic impact and evaluations methodologies for public sector interventions.
- 3 years’ experience in an economic/business or relevant role
- A professional qualification (minimum Level 6 under the QQI Framework) in a related discipline
Desirable Requirements:
- An understanding of economic development and Irish tourism.
- A professional Qualification (Level 7 or higher under the QQI Framework) in economic/business.
- Working knowledge and application of the Public Spending Code and EU State Aid Rules.

Office Location and Blended Working:
We do not ask for addresses as part of the application process, however it is the responsibility of the candidate to acknowledge the base location of the role. The successful candidate must regularly work from and attend the base office location of the role.
Please note: Remote working from outside the State is not permitted other than in exceptional circumstances. As this role is within the Irish public service, the post-holder must carry out a minimum of 80% of their working time within the State (Republic of Ireland). Candidates who reside in Northern Ireland must be able to meet this requirement.
The flexibility to travel domestically, and on occasion internationally is an element of this role
Selection Process:
Shortlisting will be based on applications and the selection process may involve two competency based interviews. A panel of successful candidates may be formed following the selection process.

Candidates must be available to attend an in-person interview at the location and date specified by Fáilte Ireland. Please note that the location of the interview may vary from the base location of the role.
Salary and Benefits
€58,528 - €83,697*
*This role will be filled in line with Public Pay Policy at Point 1 of the relevant Salary Scale unless the successful candidate is appointed from an existing public sector role.
The Annual Leave allowance for this post is 27 days.
