Overview
The Chief Assistant Technical Services Officer (CATSO) will support the delivery of Major and Minor Capital Projects across Mental Health Services in Kilkenny.
The post holder will provide professional technical, project management, and contract administration support throughout the project lifecycle, ensuring projects are delivered safely, efficiently, and in accordance with approved budgets, governance requirements, programme objectives, and statutory obligations.
The CATSO will work closely with Mental Health Services management, Capital & Estates personnel, design teams, contractors, service users, and other stakeholders to facilitate the successful delivery of healthcare infrastructure projects that enhance service provision across the region.
Key Responsibilities
Capital Project Delivery
- Support the planning, development, and delivery of Major and Minor Capital Projects across Mental Health Services.
- Assist in managing projects through all stages, including:
- Feasibility
- Design development
- Procurement
- Construction
- Commissioning
- Handover
- Monitor project progress against approved programmes, budgets, and milestones.
- Prepare and maintain project documentation, reports, and governance records.
- Assist with project risk identification and implementation of mitigation measures.
Stakeholder Management
- Liaise with Mental Health Service representatives, operational managers, clinical teams, and service users as appropriate.
- Coordinate communication between internal stakeholders, consultants, and contractors.
- Attend and contribute to project meetings, steering groups, and progress reviews.
- Ensure service requirements are appropriately incorporated into project development and delivery.
Contract and Consultant Management
- Assist in the procurement and management of design teams and specialist consultants.
- Monitor contractor performance, programme compliance, and quality standards.
- Review project deliverables and support contract administration activities.
- Ensure compliance with public procurement requirements and governance procedures.
Compliance and Governance
- Support compliance with:
- Health and Safety legislation
- Building Regulations
- Fire Safety requirements
- Relevant healthcare design standards
- Ensure project records are maintained in accordance with organisational policies and procedures.
- Assist with audits, inspections, and reporting requirements.
Financial Management
- Monitor project expenditure and commitments.
- Assist with budget tracking, cost reporting, and financial forecasting.
- Support the preparation of funding applications, approvals, and business cases where required.
Eligibility Criteria
Essential Qualifications
- Degree (Level 8 or higher) in one of the following disciplines:
- Engineering
- Architecture
- Building Surveying
- Quantity Surveying
- Construction Management
- Or a related discipline
Essential Experience
- Significant post-qualification experience in:
- Construction
- Estates Management
- Infrastructure Delivery
- Project Management
- Demonstrated experience supporting or managing capital projects.
- Strong understanding of contract administration and project governance.
Other Requirements
- Full clean driving licence.
- Access to transport.
