Summary of Responsibilities
The Commercial Director will serve as the commercial leader and strategic advisor for Urenco USA’s multi-billion-dollar expansion program located in Eunice, New Mexico—one of the most significant investments in the U.S. nuclear fuel cycle in a generation. As a key member of the client-side Program Leadership Team, this role is accountable for defining and executing the program’s commercial, contractual, procurement, cost management, and commercial assurance strategies. Acting as the commercial conscience of the program, the Commercial Director will ensure robust governance, protect investment value, manage commercial risk, drive contractor performance, and enable informed decision-making across the project lifecycle. The role will help ensure the successful delivery of a new uranium enrichment facility and supporting infrastructure that will increase U.S. enrichment capacity by nearly 50%, strengthening the resilience and security of the domestic nuclear fuel supply chain.

Education and Experience
Minimum Qualifications
- Experience: Minimum of 10 years of direct work experience leading commercial functions capital infrastructure programs exceeding $300 M in value.
- Education: Bachelor’s degree in a relevant discipline
- Demonstrated relevant operational commercial experience in a commercial lead, or equivalent role with expertise across; contract strategy, procurement, cost management, commercial governance, claims management, supplier management, and commercial risk.
- Experience acting on behalf of the owner/client organization rather than solely within contractor environments.
- Experience in one or more of the following are preferred; Nuclear industry, major energy infrastructure, LNG, petrochemicals, chemicals, defense, utilities, transportation, high-hazard industrial environment.
- EPC/EPCM delivery models and contracts, alliance contracting models and large scale regulated infrastructure programs experience is highly desirable.
- Work Location: Eunice, NM - Hybrid 75/25
- Work Schedule: 9/80 professional work schedule, some nights/weekends may be required
- Travel Required: 20% of the time or less as required.
- Security Clearance Requirement: CAA Access and a L or Q level security clearance.
- Emergency Response Requirements: Emergency Response Organization (ERO) duty may be required; including being on-call (24/7) during your designated team duty week.
- Work Environment: Radiological exposure expectations of < 100 mrem/yr. General Office, Plant Production Areas. This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets etc.
Primary Functions
Commercial Leadership
- Project commercial leadership to include commercial strategy development and implementation, leadership of commercial activities across project Lifecyle.
- Acts as the principal commercial advisor site and company executive leadership.
- Establish a high performing client-side commercial organization.
- Develop and execute commercial, contracting, and procurement strategies aligned to program objectives, business requirements and investment outcomes.
- Provide commercial leadership for the structuring, development and delivery of major contracts, including engineering, procurement, construction, commissioning, and specialized nuclear service agreements.
- Establish and maintain commercial frameworks that appropriately allocate risk, maximize value and comply with Urenco governance requirements.
- Oversee major sourcing activities, including market engagement, tendering, supplier evaluation, contract negotiation, contract award and supplier relationship management.
- Partner with Procurement, Legal, Project Delivery and other stakeholders to ensure effective commercial outcomes.
- Establish and maintain program-wide cost management, forecasting, and financial reporting processes.
- Provide oversight of budget performance, cost assurance, and investment reporting to ensure effective stewardship of program funds.
- Manage program contingency and reserve strategies to support successful project delivery.
- Independently evaluate cost forecasts, change requests, and contractor claims to protect program value.
- Develop and maintain commercial governance frameworks, policies, and controls across the program.
- Establish approval authorities and commercial decision-making processes aligned with corporate requirements.
- Ensure compliance with applicable governance, audit, and regulatory requirements.
- Provide commercial reporting, analysis, and recommendations to executive leadership and governance committees at the Executive Committee and Board Level.
- Lead the identification, assessment, and mitigation of commercial and contractual risks throughout the program lifecycle.
- Ensure contractual protections and risk management principles are embedded across the supply chain.
- Oversee claims management, dispute avoidance, and dispute resolution activities.
- Maintain commercial risk registers and ensure effective implementation of mitigation plans.
- Build and maintain strategic relationships with key contractors, suppliers, and delivery partners.
- Foster supplier partnerships that enhance performance, innovation, and long-term value.
- Promote competitive sourcing strategies and continuous improvement across the supply chain.
- Ensure supply chain resilience and capability to support the delivery of critical nuclear infrastructure.
- Partner closely with Program, Engineering, Construction, Operations, Finance, Legal, and Procurement leaders to support program success.
- Collaborate with external delivery partners to align commercial objectives and performance expectations.
- Present commercial insights, recommendations, and program status updates to senior executives and governance bodies, including Board-level stakeholders.
- Manager early warning notices, and change Mechanisms.
- Payment and valuation process and claims management oversight.
- Leads contract performance linked to controls and project reporting through evidenced based oversight, KPI’s, contract performance reinforcement through objective incentive.
