Duration: 18-month contract (W2)

Schedule: Monday–Friday, 8:00am–5:00pm

Pay Rate: $126.00 –$130.00/hr






Position Summary

Our client, a large investor-owned utility, is seeking an experienced Telecom and Network Program Manager to lead end-to-end delivery of telecommunications and wireless network components within their AMI 2.0 program. The successful candidate will coordinate across IT, engineering, vendors, and business stakeholders to drive alignment and ensure timely, scalable delivery of cellular and wireless communication solutions in line with program objectives, regulatory requirements, and enterprise standards.







Key Responsibilities

  • Own end-to-end delivery of the network communications workstream across AMI 2.0 program releases, including cellular, mesh, carrier and cloud interconnections, and head-end integration
  • Drive alignment between network solutions and the broader AMI 2.0 system architecture, spanning MDMS, HES, Cloud, SAP, and ADMS
  • Facilitate technical evaluations and vendor assessments, producing evaluation and selection documentation including RFI/RFP responses and architecture recommendations
  • Develop and present clear, data-driven recommendations on network communications technologies, deployment approaches, and vendor selection to executive stakeholders
  • Analyze technical, operational, financial, and risk considerations to support senior decision-making
  • Lead the development, validation, and alignment of wireless and carrier service requirements, ensuring full traceability across design and delivery artefacts and accurate reflection in the E2E requirements baseline
  • Oversee end-to-end delivery of telecom components through planning, design, build, testing, and deployment phases, managing scope and schedule to meet quality, performance, and security standards
  • Coordinate closely with engineering, cybersecurity, field deployment, and IT teams throughout the program lifecycle
  • Manage vendor performance, deliverables, and contract alignment for telecom providers
  • Facilitate regular working sessions, governance reviews, and escalation forums across IT, wireless engineering, field operations, vendors, PMO, and supply management teams
  • Track and manage risks, issues, and dependencies, ensuring timely resolution and escalation as appropriate




Education & Experience

  • Bachelor's degree in a relevant technical, business, or professional discipline, or equivalent combination of education, training, and experience
  • 10+ years of project or programme management experience in data/network services, 3GPP-based wireless, networking, or infrastructure delivery
  • Demonstrated experience managing cross-functional teams, system integrators, and multiple vendors within large, complex programmes
  • Experience managing scope, schedule, and financials across multi-workstream initiatives
  • Experience with vendor evaluation and contract negotiation preferred
  • Prior exposure to AMI 1.0 or AMI 2.0 programmes, smart grid, network or device management systems, 3GPP cellular solutions, SIM management, or utility telecom infrastructure is a strong advantage




Knowledge & Skills

  • Strong knowledge of telecom and network technologies including MESH, FAN, cellular, WAN/backhaul, and IoT communications
  • 3GPP-based wireless experience, ideally with Tier 1 wireless carriers
  • Proven ability to facilitate complex technical decision-making and architecture discussions
  • Strong risk and issue management, planning, and execution capabilities
  • Knowledge of cybersecurity requirements for wireless telecom and grid communications preferred
  • Excellent verbal and written communication skills, with the ability to engage both technical teams and executive audiences effectively
  • Experience developing executive-level materials including decision decks and strategy presentations
