Position Summary

Our client, a leading investor-owned utility in California, is seeking a Technical Specialist/Scientist 3 to support their Wetlands Protection Program on an 18-month contract basis.

This role focuses on technical review, quality control, and oversight of on-call consultant work products, including wetlands and waterway jurisdictional delineation reports, project permit applications, and supplemental project documentation prepared for submission to resource agencies. The position involves ongoing coordination with on-call consultants, internal Environmental sections (Biology, Planning, and Execution), line-operation groups, construction contractors, and various water agencies. Additional responsibilities include project tracking, data management, and administrative support.

The role requires a strong working knowledge of federal and state regulations including the Clean Water Act (§404 and §401), the Porter-Cologne Water Quality Control Act, and the California Fish and Game Code (§1600 et seq.). You will work with the Wetlands team and project stakeholders to support permitting strategies and provide guidance based on project needs, wetland science, and established practices and procedures.

You will also support coordination with federal and state resource agencies – including the U.S. Army Corps of Engineers (USACE), State Water Resources Control Board (SWRCB), Regional Water Quality Control Boards (RWQCB), and the California Department of Fish & Wildlife (CDFW) – to ensure compliance with applicable water quality protection regulations.

Please note: This is a fully remote role. Candidates must be willing to use their own computer – SCE system access will be provided.




Responsibilities

  • Technical review, quality control, and oversight of on-call consultant work products including jurisdictional delineation reports, permit applications, and supplemental documentation

Education & Experience

  • Typically possesses four or more years of experience in the field performing analysis, consulting, and providing recommendations.

Knowledge & Skills

Required

  • 3+ years of general Water Quality compliance experience
  • 3+ years of regulatory permitting and negotiation experience in California, including with USACE, RWQCB, and CDFW
  • 2+ years of experience as a jurisdictional water and wetland delineator (minimum 40-hour Wetland Delineation course plus applied project experience)
  • 2+ years of resource and project planning experience
  • 2+ years of experience using ArcGIS and Google Earth
  • 2+ years of experience working with Microsoft Word, Excel, PowerPoint, Adobe, and Geospatial Systems
